Who's in charge? Why Harper is still called PM, for now 

              Justin Trudeau is preparing to be sworn in as our 23rd Prime minister, but until then Mr. Harper is still Prime Minister until he resigns. The Governor General will then decide who is best to command the confidence of the House of Commons, which is Justin Trudeau since he won a majority of the seats. When Trudeau accepts, a time and date will then be set for his swearing-in ceremony, so he is referred to as prime minister-designate rather than prime minister-elect. This article was posted today and we are expecting Mr. Trudeau to be sworn in a fortnight from now.
